The autumn air is crisp and clear, and the fragrance of sweet osmanthus fills the breeze. On September 13, the Luoyang City Rabies Prevention and Control Academic Conference, hosted by the Luoyang Municipal Society of Preventive Medicine and co-organized by Changchun Zhuoyi Biotechnology Co., Ltd., was successfully held. More than 200 professional technical personnel from medical and health institutions at all levels across the city attended the event. The conference focused on the latest advances in rabies prevention and control, aiming to enhance the city’s capacity for post-exposure prophylaxis and management, thereby safeguarding the health and well-being of the public.

The meeting was chaired by Li Kewei, President of the Luoyang Municipal Society of Preventive Medicine. In his opening remarks, President Li emphasized that rabies prevention and control is of paramount importance to the health and well-being of the public and to social safety, carrying with it great responsibility and a noble mission. This academic conference aims to establish a high‑level platform for exchange among disease control and healthcare professionals in the Luoyang region, enabling them to jointly discuss the latest prevention strategies and technical standards, share valuable practical experience, and further enhance the overall capacity and professional expertise in managing rabies exposure prophylaxis, thereby effectively fortifying the safety net for the health and lives of the people of this ancient capital.

The first item on the agenda was an opening address delivered by Zhu Xin, Director of the Luoyang Center for Disease Control and Prevention. In his remarks, Director Zhu emphasized that rabies prevention and control is a critical public health issue that requires the concerted efforts of the entire society. At present, Luoyang, as a transportation hub and a popular tourist destination in western Henan Province, experiences frequent population movements and maintains a large canine population. With its pleasant autumn scenery, Luoyang is a time when visitors flock to the city and residents enjoy leisurely strolls—yet it is also a period when animal activity is particularly vigorous and animals may become more irritable and restless. These regional and seasonal characteristics significantly increase opportunities for human–animal contact, thereby raising the risk of exposure to the rabies virus. He called on all medical institutions and disease‑control agencies to attach great importance to this issue, rigorously implement preventive measures, and effectively safeguard the lives and health of the people.

The second item on the agenda was a special academic presentation titled “Post‑Exposure Wound Management for Rabies,” delivered by Professor Li Hu from Luhe Hospital, Affiliated to Capital Medical University. Drawing on his extensive clinical experience, Professor Li provided a systematic overview of the latest principles and standardized procedures for post‑exposure wound care, offering valuable guidance for clinical practice.

The third item on the agenda was a detailed interpretation of the “2023 Edition of the Guidelines for Rabies Prevention and Management,” presented by Director Tian Peng of the Immunization Department at the Luoyang Center for Disease Control and Prevention. Director Tian provided a comprehensive overview, covering the background of the guideline’s revision, key changes to its content, and essential implementation considerations, thereby offering a professional foundation for the effective execution of rabies prevention and control measures.

The fourth item on the agenda was a special presentation by Shen Xiuyuan of Zhuoyi Biotechnology on the clinical application of rabies vaccines. He provided a comprehensive overview, covering vaccine development processes, clinical efficacy assessments, and practical applications, thereby offering参会 delegates valuable reference information for the clinical use of vaccines.
